Yes, and this step saves a lot of money. A turbo rarely fails on its own. Oil starvation, a clogged feed line, or something sucked into the intake will take out the new turbo too if you ignore it. Before you install the replacement, check the oil supply, the drain line, and the intake for damage or debris. Fix what caused the first failure, then fit the new one.
Fill the oil inlet with clean engine oil while spinning the shaft by hand, so the bearings are wet before first fire. After installation, crank or idle the engine for 3-5 minutes without load to establish full oil flow. Never rev a dry turbo — the first 30 seconds decide its service life.
